What you need for a Stingray costume

Grey or blue hooded jumpsuit
A comfortable, solid-colored base layer that matches the top side of a stingray.
DIY: Use a plain grey hoodie and matching sweatpants.
Felt or fleece wing panels
Large, triangular fabric wings attached from the wrists to the ankles or sides of the jumpsuit.
DIY: Cut two large triangles of grey felt and sew or fabric-glue them along the sleeves and sides of your jumpsuit.

How to put it together

Put on the base grey or blue hooded jumpsuit or matching sweatsuit.

Attach the triangular wing panels along the underside of the sleeves and down the sides of the torso using fabric glue, safety pins, or a quick sewing stitch.
